And before you come back at me with you bullshit "Hey True Heat Sinks don't go in the low slots......" They do and they should for the sake of EVE/DUST continuity. Armour cannot be allowed to have higher Raw EHP AND damage output. It should be a conscious choice for armour tankers to make use of their lows for damage modules preventing abuse of multiple damage modules and full racial tank.

Damage Modules should also be low slot modules. Technically all weapons functionality modules should be put in the lows. Why? Armour Tankers can them fit them at the cost of their racial tank, shield users can fit them without significantly compromising their racial tanks integrity but still overall decreased their fitting capacity.
I'd suggest biotic modules need to be pressed into the high slots or hacking modules, most electronics stuff in EVE and propulsion is high slot based.

I see. So you advocate moving damage mods to low, and then, hypothetically, cooling mods would also belong in low slots. I dig. My initial instinct was to force exclusivity between damage mods and cooling mods by making them the same slot type. In this way, some sort of balance could be achieved between more weapon damage and longer continuous fire. Your recommendation of placing both mods in low slots aligns with this approach.
More to the point it starts to knock some of the wind out of the High HP High Damage armour meta placing hopefully emphasis on shield tankers using damage modules more often and more efficiently to comply with their hit and run style (Minmatar) or focusing on pure shield eHP (Caldari) while Armour tankers have to consciously make the decision between their higher eHP or damage.
No longer would you see Amarr Assaults with 3 complex damage modules and an ScR.

It would only be a negative if the values were high and if they were used on the Amarr Assault however I feel if these were made low slot modules alongside damage modules the decision would have to be made to what you value more. Damage or Sustained fire.
Now in this case it would benefit non Amarr Assault suits who use the Laser and the AScR
While the Amarr Assault would benefit more from damage since it had the built in heat sinks anyway. I don't really think we'd see any change on that front.
At the same time half of the reason the ScR is as efficient at killing as it is would be due to the Amarr Assault's suit bonus, and its capacity to fit 3 damage modules as well as a full racial tank. I fully believe by making the aforementioned modules lows you would see less damaging scrambler rifles.
On its on the ScR is not an unbalanced gun, when equipped with multiple Damage Modifiers it becomes contestable as to whether it is or is not over powered.
